Deepening cooperation between Guangdong, Hong Kong and Macao to develop the Greater Bay Area

2019年2月18日，中共中心、国务院公然公布《粤港澳年夜湾区开展计划纲领》，开启了片面促进粤港澳年夜湾区建立的新篇章。

The CPC Central Committee and the State Council released the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area (hereinafter “Outline Plan”) on February 18, 2019, which marked a new phase in the construction of the GBA.

1、《计划纲领》将建立国际科技立异中间做为年夜湾区建立的主要使命，明白提出要深化粤港澳立异协作，构建开放型交融开展的地区协同立异配合体，会聚国际立异资本，劣化立异轨制战政策情况，出力提拔科技功效转化才能。

The Outline Plan identified the development of an international innovation and technology hub as a primary task. It proposed deepening cooperation on innovation between Guangdong, Hong Kong, and Macao, building an open and integrated regional collaborative innovation community, concentrating international innovation resources, and optimizing innovation systems and the policy environment, with a focus on improving the area’s ability to convert scientific and technological achievements into real-world applications.

2、《计划纲领》提出，深化粤港澳协作，进一步劣化珠三角九市投资战营商情况，提拔年夜湾区市场一体化程度。

The Outline Plan proposed deepening cooperation between Guangdong, Hong Kong, and Macao to optimize the investment and business environments of the nine cities in the Pearl River Delta and enhance market integration in the GBA.

3、《计划纲领》明白提出，主动拓展粤港澳年夜湾区正在教诲、文明、旅游、社会保证等范畴的协作，配合挨制大众效劳优良、宜居宜业宜游的优良糊口圈。

The Outline Plan stated that the GBA should expand cooperation in fields including education, culture, tourism, and social security to jointly create high-quality public services and a superior living, working, and traveling environment.

4、《计划纲领》请求，放慢促进深圳前海、珠海横琴、广州北沙、深港河套等严重协作仄台开辟建立，充实阐扬其正在进一步深化变革、扩展开放、增进协作中的实验树模感化，拓展港澳开展空间，鞭策大众效劳协作同享，引发动员粤港澳片面协作。

The Outline Plan required the accelerated construction of major cooperation platforms, such as the economic development zones at Qianhai in Shenzhen, Hengqin in Zhuhai, Nansha in Guangzhou, and the Lok Ma Chau Loop, in order to exploit their experimental and demonstrative roles in driving reforms to a deeper level, expanding opening up, promoting cooperation, creating new development horizons for Hong Kong and Macao, promoting shared public services, and driving comprehensive cooperation between Guangdong, Hong Kong, and Macao.
